As the Dudus saga plays itself out in Kingston, two of the questions that remain unanswered are 'why is the United States pushing so hard?' and 'why now?'.

The world is full of dons and drug lords, not to mention the fact that the American plate is full with wars in Iraq and Afghanistan, and a billion Muslims who are being encouraged to attack anywhere at anytime. You would think that they had more immediate things to concentrate on.

Yet they continued to poke and push, treating every Jamaican that went through U.S. customs like a criminal, openly questioned the personal honesty of the Prime Minister Bruce Golding and even suggested that the Jamaican Labour Party were in violation of their mandate to govern Jamaica.

In fact, the Americans haven't even got an Ambassador to Jamaica anymore. Obama has left the position open, a serious diplomatic slap in the face. All of this tension is for the Don of Tivoli Gardens? Something isn't right. Dudus just isn't that big of a problem.

The idea that outside interests have manipulated the situation for a long time begins to form when you question the truth of what we are being told.

For two years now Dudus has had an excellent run, controlling the docks in Kingston (on Tivoli Gardens turf, and the true value of the constituency) with his buddies running the government.

He has grown more powerful than ever before, with so much money that he doesn't have to rely on politicians for anything.

In the old days back in the 1970's, when the street gangs were first created by the political parties, they had to get their weapons and cash from the JLP or the PNP, but since the cocaine business showed up, that relationship has slowly turned full circle. Now the politicians need the gangs to control the vote, but the gangs don't need the politicians for support. They have become an independent power.

The outside control in this is that the international cocaine business is not run by Jamaicans. Nobody manufactures coke on the island, it all comes in from South America, mostly Colombia.

Somebody else determines how much of their product is moved through Jamaica, which in turn determines how much money ends up in the hands of the gangs.

Dudus is more powerful than ever before because whoever is controlling The Business decided that he would make him powerful. In fact, it looks like they wanted him to become a 'threat to national security', and be such a handful that outside military assistance might be necessary.

Since the Iran-Contra hearings in the United States in the early 1980's, the world has known that the biggest player in the illegal drug business is the U.S. military.

The enormous wealth involved is enough to weaponize entire armies of 'insurgents', which are then used to destabilize any country they choose. They have the best killers, the best weapons and the best intelligence, and it's all in cash.

No records. There are American military troops on the ground in Colombia and Afghanistan, by far the largest producers of cocaine and heroine respectively. This is no accident.

So it isn't a stretch to consider the idea that growing Dudus into a serious problem was a manipulation that was within the control of U.S. interests.

By why flare it up now, and why so hard? Why would the United States want Jamaica to descend into chaos now?

One idea that comes to mind is oil.

Try this one on for size - although Jamaica has never produced a single drop of oil, has no wells, no rigs, no infrastructure, the Minister of Mining and Energy, James Robertson, spent March, 2010 in England, and April, 2010 in the United States, presenting 'Jamaica's Second Formal Licensing Round 2010', billed as 'New Prospects, New Opportunities', to the Geological Society of England and the American Association of Petroleum Geologists. The agendas for these meetings are on the Petroleum Corporation of Jamaica's website.

He reviewed the new seismic data just before the first coffee break at 10:00 am, and the bid procedures info around 11:30, just before the lunch break, and in between talked about the investment climate in Jamaica. He was in New Orleans during the second week of April, and was in Texas at the end of the month.

By May 22nd, just three weeks after showing all of this data to the oil executives in the States, Jamaica found itself suddenly on the verge of crisis, and American military personnel were seen landing at Manley International in Kingston. The next day, May 23rd, the Prime Minister of Jamaica, Bruce Golding, went on national television to declare a state of emergency.

Add to this the fact that the Government of Jamaica signed a new $1.27 billion US '27 Month Standby Agreement' with the International Monetary Fund for balance of payment support in February, 2010, and a different set of motivators enter the picture.

Less than a month later the Jamaican Minister of Mining and Energy is out pimping a non-existent oil industry to England (controls the IMF) and the United States (controls the World Bank).

The per capita debt burden of Jamaica is the 4th highest in the world. Over 50% of the Capital Expense Budget goes to servicing the debt.

PM Golding has an impossible situation on his hands - he has to somehow find a way to impose financial discipline enough to keep up with the payments, but he has no way to build economy with what he has now. A Jamaican oil industry would help him out big time.

However, the real trick is going to be the fine print of that IMF restructuring agreement.

This same ploy was used on Argentina to force them to sell off State owned assets to raise the cash to pay the debt, which ended up with a Spanish oil company, Resopl YPF (odd in the fact that Spain has no oil, but is really a front for BP), owning all of the rights to Argentina's oil.

Later it was discovered that there are reserves of around 500 billion barrels just off the coast of the Falkland Islands. Argentina does not own it's oil because of IMF debt restructuring rules.

So in February Jamaica signs a new IMF debt restructuring package, and in March the Mining and Energy Minister is in England presenting new seismic data and bidding instructions on an industry that doesn't exist, and in April he's doing the same thing in the United States, which is about the time the Deep Horizon oil rig in the Gulf of Mexico exploded.

Three weeks into May, Kingston has been transformed into a war zone by unrelenting and unexplained American pressure, which includes American military on the ground.

Hmmm. Three weeks after showing the data to the Americans, there are armed U.S. troops on the ground in the capital city.

The Deep Horizon might have something to do with that.

One of the facts that CNN doesn't talk about much is that BP was drilling way, way deeper than anybody knew. The deepest working oil well on earth is around 20,000 feet, but six months ago the Deep Horizon drilling tapped 35,000 feet when they had some sort of 'catastrophic event', which ended when they sealed it up and left things alone.

They were drilling again at 30,000 feet when the explosion happened. Outside of the rule breaking, they proved that the technology exists to go almost twice as deep as any working well, which means that they can now access oil that was once thought to be unattainable, in places that have never produced oil before.

At the end of 2008, Cuba announced to the world that it was sitting on 20 billion barrels of oil, the 12th largest deposits among countries, and that it was involved in developing it with Venezuela, Russia, Spain, Norway and India. Cuba is about 70 miles from Jamaica.

If you stand on the top of the Blue Mountains and look north, you can see the lights in Cuba.

If they have oil that deep, you can bet that Jamaica has oil that deep, and Haiti, and the Domincan Republic.

That earthquake in Haiti last January was suspicious from the start, but the 'over the top' response from the United States might now make sense.

The American military controls Haiti. The foreign assistance was an army of occupation. This week they landed in Jamaica.

The bidding process for the contracts to develop these new Jamaican oil fields are in play right now.

An armed foreign military in the middle of your capital city is a very powerful negotiating tool, and that brand new $1.27 billion IMF loan restructuring came with some nasty conditions, and that runaway well is pumping out an enormous amount of oil, which is going to raise a few questions about just how much oil is down that deep and when can the rest of the world start drilling for it?

Jamaica needs an oil industry before it can sell it to the Americans to pay off the debt.

That's why the IMF and the World bank were created to begin with, to manipulate poor countries into such an enormous debt load that they would have to sell off their natural resources and utilities to pay it. This is the plan in action.

The cat jumped out of the bag before the deal was done when that well exploded, but now it's living proof of the size of the discovery, which is apparently big enough to destroy all life on the planet if BP can't figure a way to shut it down. That's a lot of oil. America wants to wrap this one up fast.

For 600 years they've taken all of the wealth from sugarcane and fruit. For the past 70 years they've taken all of the wealth from bauxite and alumina. For the past 40 years they've taken all of the wealth from tourism.

Now more money is in play than all of that combined. Black Gold. Texas Tea. The Devil's Blood.

One of the largest oil deposits ever discovered.

This whole Dudus soap opera is really just a manipulation to create a situation where America can get their hands on Jamaican oil, which most Jamaicans don't even know about.

If America is involved, you know it's about money.

The only solution is probably impossible. Every single Jamaican has to ask themselves if they love Jamaica enough to make peace with each other. This attack is on Jamaica, not Jamaicans.

They are just the victims, but the oil the Americans want is as much a part of the island as the snow white sand, the swaying palm trees, the spectacular ganja or the incredible reggae.

This trick works only if Jamaicans battle with each other.

Former Prime Minister Edward Seaga criticised the Government yesterday for betraying its vow to protect residents of embattled Tivoli Gardens, arguing that the assault by the security forces had caused widespread suffering for the most vulnerable.

Seaga, the former member of parliament for West Kingston who has been praised as the ideological architect of Tivoli Gardens, demanded that the lockdown be lifted to grant trapped residents access to food and medication.

"I am absolutely not happy. This is not what the minister of national security promised. He promised the people that they would not be harmed, and now they are fearful and starving for food and drink," he told The Gleaner yesterday.

"The Government should lift the embargo they have over the area and allow the people to leave to look for food and drink," he continued.

Seaga, who represented the West Kingston constituency - in which Tivoli Gardens is located - for more than 40 years, said he had been receiving calls from his former constituents about their ordeal.

"People have been calling for food and water, that they are not allowed to leave, and that they are penned in. It is a desperate situation and they are calling me. But I am powerless. I tell them to contact their member of parliament (Bruce Golding)," he said.

The army and the police attacked gunmen who had barricaded Tivoli to prevent them from arresting suspected drug lord Christopher 'Dudus' Coke.

Seaga was the leader of the Jamaica Labour Party (JLP) for more than 30 years and was replaced in 2005 by Golding, the current prime minister, who represents Tivoli Gardens in Parliament.

Seaga, who is still involved in the affairs of Tivoli Gardens through his chairmanship of its football team, said the ongoing offensive echoed the July 2001 security operation, which claimed more than two dozen lives.

Then, security forces, led by retired Senior Superintendent of Police Reneto Adams, invaded Tivoli, looking for gunmen and weapons.

Seaga had criticised Adams' operation as "an atrocity of the worst order".

The ex-prime minister also rejected claims that he was responsible for Tivoli Gardens morphing into what former army chief Rear Admiral Hardley Lewin described as "the mother of all garrisons". Tivoli has been labelled an untouchable crime den from which gangsters have extorted businesses, peddled drugs and killed mercilessly.

Said Seaga of that assessment: "The work that I put in was not to create any community of that sort. What I wanted to do was to create a model community, including all the social amenities you would want. These included a maternity centre, a basic school and a primary school. This is what I created."

Seaga, who is a distinguished fellow of the University of the West Indies, said the genesis of Tivoli's notoriety lay in its resistance to strongmen from adjoining areas who felt it might sway People's National Party supporters to switch to the JLP.

He said Tivoli Gardens residents had been forced to defend themselves in the past.

"You don't make decisions for the people of West Kingston. There is not one person in Jamaica who could make a decision for them, and the people made a decision to defend themselves. If it was I there, or if Santa Claus was there, they would have made the same natural decision to defend themselves," he said.

When asked if he had received any information about the whereabouts of Coke, the subject of the operation, Seaga said, "I haven't got a clue. Mr Coke is not my concern. My concern is the people."

Kingston, Jamaica (CNN) -- Jamaican authorities declared a state of emergency in Kingston after gang members supportive of an alleged drug lord wanted by the United States attacked police stations and blockaded a large swath of the city.

Two police stations were evacuated after being hit with Molotov cocktails, while the status of a third was unclear.

Gang members blocked off a miles-long area of Jamaica's capital city -- mostly in West Kingston -- using vehicles, sandbags, barbed wire and anything else they could find.

The standoff revolves around attempts by the United States to extradite suspected drug kingpin Christopher "Dudus" Coke. Last year he was charged with conspiracy to distribute marijuana and cocaine and with conspiracy to illegally traffic in firearms in U.S. federal court.

On Friday, Jamaican Prime Minister Bruce Golding said citizens should "allow the courts to deal with the extradition matter," the state-run Jamaica Information service reported.

In a statement issued Sunday afternoon, Golding announced an emergency meeting of his cabinet in response to the violence and blockades, the Jamaica Information Service said.

The state of emergency extended to St. Andrew, an area near Kingston, according to the Jamaica Information Service.

The U.S. State Department is "monitoring the situation closely," a spokesman said Sunday evening.

Coke was charged in August by the attorney's office in New York, which accused him of leading an international criminal syndicate known as the "Shower Posse."

"At Coke's direction and under his protection, members of his criminal organization sell marijuana and crack cocaine in the New York area and elsewhere, and send the narcotics proceeds back to Coke and his co-conspirators," the U.S. Drug Enforcement Agency said in a release accompanying the charges.

"Coke and his co-conspirators also arm their organization with illegally trafficked firearms," the DEA said in a statement at the time.

Coke is on the Justice Department's list of Consolidated Priority Organization Targets, which the department says "includes the world's most dangerous narcotics kingpins."

The State Department issued a travel alert for Jamaica on Friday, saying that the "possibility exists for violence and/or civil unrest in the greater Kingston metropolitan area."

"If the situation ignites, there is a possibility of severe disruptions of movement within Kingston, including blocking of access roads to the Norman Manley International Airport," the alert said.

KINGSTON, Jamaica (AP) - Masked men defending a reputed drug lord sought by the United States torched a police station and traded gunfire with security forces in a patchwork of barricaded slums in Jamaica's capital Sunday.

The government declared a state of emergency as sporadic gunshots rang out in gritty West Kingston, stronghold of Christopher "Dudus" Coke, a Jamaican "don" charged in the U.S. with drug and arms trafficking. His defiant supporters turned his Tivoli Gardens neighborhood and other areas into a virtual fortress with trashed cars and barbed wire.

Four police stations came under heavy fire from gangsters roaming the streets with high-powered guns. In barricaded Hannah Town, close to Tivoli Gardens, black smoke spiraled into the sky from one that was set aflame by molotov cocktails.

Officers fled the burning station in impoverished West Kingston, where a 2001 standoff between gunmen and security forces killed 25 civilians as well as a soldier and a constable.

Authorities said two security officers had been wounded by Sunday night.

Police said the attacks were unprovoked. It called for all "decent and law-abiding citizens" in the troubled areas to immediately evacuate their homes and said security forces would ferry them out safely.

Police Commissioner Owen Ellington said "scores of criminals" from gangs across the Caribbean island had traveled to West Kingston to join the fight. "It is now clear that criminal elements are determined to launch coordinated attacks on the security forces," he said.

In a gritty section of the capital of an island known more for reggae and all-inclusive resorts, the violence erupted after nearly a week of rising tensions over the possible extradition of Coke to the United States.

Prime Minister Bruce Golding had stalled the extradition request for nine months with claims the U.S. indictment relied on illegal wiretap evidence. After Golding reversed himself amid growing public discontent over his opposition, Coke's supporters began barricading streets and preparing for battle.

Before Sunday's shooting started, police urged the neighborhood boss to surrender, calling the heavy barricades encircling his slum stronghold a sign of "cowardice."

The U.S., Canada and Britain issued travel alerts Friday warning of possible violence and unrest in Jamaica. Most islanders have been avoiding downtown Kingston.

The state of public emergency, limited to the parishes of Kingston and St. Andrew, will be in effect for one month unless extended or revoked by lawmakers, the government said.

In a national address Sunday night, Golding said the order gives authorities the power to restrict movement and effectively battle violent criminals. Security forces will also be able to conduct searches and detain people without warrants.

Golding stressed that Kingston "is not being shut down," and schools and businesses outside the battle zone will be open.

Coke is described as one of the world's most dangerous drug lords by the U.S. Justice Department. He has ties to the governing Jamaica Labour Party and holds significant sway over the West Kingston area represented in Parliament by Golding.

Golding's fight against the extradition strained relations with Washington, which questioned Jamaica's reliability as an ally in the fight against drugs. His handling of the matter, particularly his hiring of a U.S. firm to lobby Washington to drop the extradition request, provoked an outcry in Jamaica that threatened his political career.

Coke, who typically avoids the limelight, has remained silent. He faces life in prison if convicted on charges filed against him in New York.

Jamaica's political history is intertwined with the street gangs that the two main parties helped organize — and some say armed — in Kingston's poor neighborhoods in the 1970s and '80s. The gangs controlled the streets and intimidated voters at election time. In recent years political violence has waned, and many of the killings in Kingston now are blamed on the active drug and extortion trade.

Coke was born into Jamaica's gangland. His father was the leader of the notorious Shower Posse gang, a cocaine-trafficking band with agents in Jamaica and the U.S. that began operating in the 1980s and was named for its members' tendency to spray victims with bullets.

The son took over from the father, and expanded the gang into selling marijuana and crack cocaine in the New York area and elsewhere, U.S. authorities allege.

Lawyers for Coke — who in addition to "Dudus" is also known as "Small Man" and "President" — have challenged his extradition in Jamaica's Supreme Court. As a West Kingston community "don," Coke has acted as an ad hoc civic leader and provides protection and jobs.

Sections of Montego Bay were tense up to late last evening when strong police/military teams came under heavy gunfire, trading shots with marauding gunmen.
The gun duel started along the busy thoroughfare of the Albion main road to the jagged banks of the inner-city Canterbury community. The hoodlums put up a fierce fight with the lawmen, which lasted for about 30 minutes on one occasion.
Last night, further reinforcement was sought from the Jamaica Defence Force and a helicopter was brought in to assist with the search.
Yesterday's incident resulted in the death of one man, the injuring of a young woman, who had just left a nearby church, and one of the alleged gunmen, who police said was admitted to hospital after being shot. Police also recovered two high-powered weapons, several spent shells and seized two cars.

Police said at approximately 1:30 p.m., two groups of men travelling in two Toyota Corolla cars went on a hunt for a man. One group travelled along the Albion main road while the other travelled along King Street in an apparent bid to sandwich their victim if he tried escaping from either route.
The man, Balmore Fletcher, was spotted in the King Street area and was chased and shot dead in cold blood. The car which travelled along the Albion road, was intercepted by a police party. Men reportedly alighted from the vehicle with guns blazing. A shoot-out ensued between the gunmen and the security forces during which a 21-year-old woman was shot on the hand, shortly after leaving church.
Residents said at least one of the gunmen was shot on that occasion and was seeking refuge. Police confirmed that it was suspected that one or more of the gunmen had been shot. They seized an AK47 and a M1 machine gun.
At approximately 5:15 p.m. a joint police military team was pinned down as they attempted to enter the Canterbury community. "We were so scared. We had to lay flat on our bellies in our houses," a resident said. "I was so nervous," another said.
As The Star news team arrived at the scene, one man was seen being carted off to jail in handcuffs. At about 6:45 p.m. the security forces retreated to base, but left a smaller team strategically placed in the area to stave off any possible upheaval. They were back under the thick of darkness to flush out the gunmen.

Former Bad Boy rapper Shyne is being deported back to his homeland Belize on Wednesday (October 27) after serving almost nine years in jail for his role in a shooting in New York that involved his then mentorSean "Diddy" Combs and Jennifer Lopez.

Media reports monitored in Belize confirm that the rapper is being deported by the U.S. Immigration and Customs Enforcement (I.C.E.).

Shyne's family has enlisted the services of Harvard Law Professor and President Obama insiderProfessor Charles Ogletree to try and secure a pardon from New York Governor David Paterson to allow the rapper to re-enter the U.S.

Under U.S. law, convicted felons are deported to their country of origin following the end of the sentence. Shyne (born Jamal Barrow) was born and raised in Belize but moved to Flatbush, New York as a teenager but never gained U.S. citizenship,

A television station controlled by the ruling United Democratic Party of Prime Minister Dean Barrow, who is Shyne's father, reported today that the rapper has been expelled from the U.S. and will arrive in Belize on Wednesday via a Continental Airlines flight from Houston.

The station reports that Shyne's father and other relatives will be on hand to receive the rapper at the Belize City airport.

One Belize radio station is reporting that rather than immediately attempting to emigrate to Europe to re-start his rapping career, Shyne will now try to utilise his Belize passport to move to a Caribbean country such as Jamaica to use as a base for re-igniting his recording career.

LONDON (AFP) - Cannabis is less harmful than alcohol or tobacco, according to a report by a research charity Thursday, which called for a "serious rethink" of drug policy.

The Beckley Foundation, a charity which numbers senior experts and other academics among its advisors, said banning cannabis has no impact on supply and turns users into criminals.

"Although cannabis can have a negative impact on health, including mental health, in terms of relative harms it is considerably less harmful than alcohol or tobacco," says the report by the Foundation's Global Cannabis Commission.

The UK government is pressing for cannabis to be re-classified in law as a Class B drug compared with its current, less serious, Class C classification.

Authorities are concerned notably by the growing prevalence of the potent "skunk" form of the drug. Around80 percent of cannabis seizures are of this strain, said to be linked to mental health problems, official figures show.

The Beckley Foundation, a charitable trust, claimed only two deaths worldwide have been attributed to cannabis, while alcohol and tobacco use together kill an estimated 150,000 people in Britain alone.

"Many of the harms associated with cannabis use are the result of prohibition itself, particularly the social harms arising from arrest and imprisonment," it said.
